College Rules

Undertaking:

Before a student is admitted into the College, he/she and his/ her guardian shall have to sign an undertaking  in the proper from to the effect that he/she shall abide by the rules  of the College.

 

Address:

Every student must register in the College office the address at which he/she lives, any subsequent change of address must be intimated to the office in writing immediately.

 

Leave:

All student who wish to obtain leave of absence from the College must apply for the leave before they actually absent themselves, in special cases as illness or an urgent journey where it is not possible to obtain leave in advance, an application for grant of leave may be sent by post or by messenger.

 

Membership of private clubs or teams:

Student of the College are forbidden-

  • To belong to any outside Athletic club or any club or society which is not approved by government or by the College.
  • To play for any team other than the College Team, without previously obtaining written permission from the Principal.
  • When a match is to be played away from Keonjhar, members of the team and students who wish to accompany the team must obtain leave of absence from the Principal.

 

Discipline:

Spitting on the walls, floors, pillars or doors of the College is

  • strictly prohibited.
  • Student are not loiter on the verandahs when they have no classes to attend. They should not disturb other classes.
  • Students are warned against handling bicycles and other vehicles which are not their own.
  • Misbehavior of a College student at football, Cricket or other matches Will be regarded as a breach of College discipline.
  • Student shall not leave the hall or room in the in the midst of any of the College meeting unless it is absolutely necessary.
  • Student should stand in a queue while waiting to pay tuition fees or for any  other purpose.
  • Students are warned against tampering with the light and fan switches.
  • Scribbling, posting placards, posters and other papers or disfiguring College walls or paths are strictly prohibited.
  • Misbehavior, misconduct or violence are strictly prohibited.
  • Adoption of unfair means at examination is a breach of College discipline.
  • Continuous absence from classes for more than 30 days in any subject without prior request, giving valid reasons for such absence, will make a student liable for his/her name being struck off from the College rolls.
  • College disciplinary committee will ordinary recommend punishment for every breach of discipline even if not enumerated above.

 

Class Prefects:

In each section of every class, there will be two prefects to be nominated by  the Principal on the basis of their merit, conduct and leadership qualities.

 

Mode of submitting Applications, complaints etc:

  • All written applications should be dropped in the box kept for the purpose. students need notwaste time waiting to submit their applications to the Principal personally.
  • All applications be made through the respective procedure.
  • Applications for issue of C.L.C, Conduct Certificate, Marks etc. should be submitted along with requisite fees before 12 noon on working days and the document will be issued after 2 P.M if possible.
  • Students having any grievances or complaints should bring them to the notice of the Principal in writing. They may however meet the Principal with their grievances only during the fixed hours for personal hearing if it is necessary.
  • Any genuine complaint should be brought to the notice of the immediate authority. if no action is taken thereon within a reasonable period of time the complaint may be lodged with the next higher authority through the immediate authority.
  • Student should not behave roughly with the office staff. Any complaint regarding official lapses should be brought to the notice of the Principal.
  • Student are not allowed to enter into College office. they should transact their business in the College office through the counters.

 

Notice Board:

  • All office order, decisions and instructions are given on the College notice boards placed at different points in the College premises. students should look  to the notice Board for obtaining necessary information. ignorance of a student due to negligence will not be accepted as an excuse.
  • No student should remove any notice from board which will prevent his fellow student from getting the required information.

Every student should go through the College

  • calendar and prospectus in this own interest.
  • No student is allowed to affix private notice on the College notice board without the permission of the Principal.
  • No club or society should be started or maintained in the College and no function should be organized without the approval of the Principal.
  • Students, even if they privately subscribe to different ideologies/affiliation can’t associate the College with the same in any manner.
  • Student must abide by such hygienic principles and submit themselves to such anti-epidemic measures as would be adopted by the Principal from time to time.

 

Communication with the Guardians :

Guardians of the students are expected to meet the Principal, at least twice during an academic  session and enquire about the welfare and progress of their wards. Progress Report regarding undesirable activities on the part of the students may be sent to the guardians.

 

STANDING INSTRUCTION TO STAFF:

Guideline for teachers, Heads of Departments, Officer-in charge of different co-curricular activities. Head Clerk, Demonstrators, Librarian, Office Staff, P.E.T and other concerned.

 

LESSON NOTES & LESSON PLAN

It is the duty of the Head of Department to see that the Lesson Plan of the prescribed course is prepared by him/her or by any other teacher of the department and copy of it is submitted to the Principal. The Head of the Department is to sign/ countersigned on it which will show that he/she has verified/seen and examined the same.

Lesson Notes are to be maintained by the individual teachers in the prescribed manner and one to be verified by Academic Bursar. They are to be shown to the Principal as and when required by him. They may be inspected by the Director, Higher Education at the time of his inspection.

 

Departmental Progress Registers :

The Departmental Progress Registers are to be maintained in the prescribed manner. They are to be submitted to the Principal as and when required by him. The Head of the Departments are the custodians of these Registers and they are personally responsible for this.

 

Abstract of Attendance :

The abstract of attendance is to be calculated on quarterly basis or as directed by the Principal/ Prof.-in-charge of attendance for different classes are to complete verification of the same to ensure correctness of calculation. The abstract of attendance statement is to be handed over to the office. Assistant-in-charge of the proctorial system. It is the latter’s duty to send this statement of Proctors who will intimate the students.

The Prof. in-charge of proctorial system is to see to the smooth processing.

 

Tabulators :

Marks are to be received from the examiners within due time after the completion of the examination. The tabulation work should staff immediately and for this the concerned tabulation has to contact the Principal & follow up the matter so that the result is published in time.

 

College Examination :

The Prof. in-charge of the College Examination, all the teachers, Laboratory Assistants, P.E.T, Office Asst.-in-charge of the College Examination are required to acquaint themselves with the relevant rules, as printed in the College Calendar.

The Prof. in-charge of the College Examination is to take necessary steps as per rule.

  • The conduct of examination and the date of examinationare to be fixed and notified to the students. The duration of each examination should be either two hours or one hour as the case may be.
  • Examination fine etc. due to the students inability to sit forany examination will be collected.
  • All cases of malpractice should be reported by the invigilatorswith his/her suggestion for punishment as per rule.

 

Time Table :

It is the responsibility of Prof. I/c to see the General Tutorial and Practical classes are held as early as possible and arrangements are made for the same. The H.O.Ds are required to

submit a copy of the allotment to the Principal.

 

Completion of Course :

Periodical reports are to be submitted to the Principal for the onward transmission to DHE. Heads of Departments are to see that courses for different classes are covered in due time.

Disfigurement of Wall, Parking of Cycles in corridors, riding of cycle on the College verandahs etc. :

  1. It is the responsibility of every teacher to prevent the students from such activities. Creating awareness and better attention is necessary during the College election.
  2. Award of free Studentship : Application should be invited from the students, interview conducted there after and awards be notified after proper selection. The Prof. in-charge is to take necessary steps in consultation with Financial Aid Committee and proceed accordingly.
  3. College Furniture : Furniture include Fans, Generator, Mike Set Shamiana, durrie apart from chairs, desks, stools, racks, selves, almirahs, tables etc. It is the responsibility of Prof. in-charge to see that no furniture is removed from the College without his knowledge. He is to consult the Principal  from time to time regarding the repair or making of new of furniture as per the requirements. The Annual stock taking of College furniture is to be done by the Prof. in-charge before the Summer Vacation.
  4. Attendance Register for Staff : There are Attendance Registers maintained in the College office for non-teaching staff of the College. The members of the non-teaching staff are to mention the time of arrival and departure in it. The registers are to be produced before Principal daily twice once at 10 A.M. and one at 4P.M.

 

GENERAL ADMINISTRATIVE & FINANCE DIRECTIVES

(FOR UNION FACULTIES)

  • Once the beginning of the session the Executive body of each faculty will meet and prepare the detailed budget for the whole year forecasting the probable expenditure for different purpose. A copy of the budget shall be submitted to the Principal for approval and control of the Faculty funds.
  • Applications requisitioning funds shall be made to the Principal by the Secretary through Advisor, Vice-President.
  • The Secretary shall receive payment on proper receipt through the Advisor/ Vice-President of the concerned faculty.
  • Expenditure statement is the prescribed form together with vouchers countersigned by Advisor/ Vice-President shall be submitted by the Secretary to the Principal ordinarily within two weeks from the date of advance.
  • Funds shall be requisitioned strictly in accordance with budgetary allotments.

No second advice should ordinarily be given when one advance is outstanding provided, however that in exceptional circumstances for good and sufficient reasons the Principal may at his discretion relax the application of this rule on the recommendation of the Vice-President/ Adviser of the concerned Faculty.

  • Each Faculty/ Union shall subscribe 20% of the total annual subscription collected to the development fund of the College.
  • Before incurring expenditure of a particular Faculty, the details are to be framed by the Executive Body and passed by the Advisor/ Vice-President and approved by the Principal.
  • For any single item exceeding Rs.5000/- in value, quotations should be called for before making any purchase.
  • T.A. and D.A shall be paid at the prescribed rates of student representatives from the funds or different Faculties/ Union whenever they are deputed for specific purpose by the Principal.
  • Journey by train/ bus be only permitted and payment limited to actual by the lowest class.
  • D.A. be paid @ Rs.80/- per day and for this purpose  the time from commencement of journey be taken into account.
  • The student representative deputed for specific purpose by the Principal must submit to him the tour diary immediately after completion of the said journey.
  • The Secretary of each Faculty/ Union shall place the account of the year for discussion and passing. Here after Adviser/ Vice-President will issue No Due Certificate to the concerned Secretary which he/she shall produce before filling with form or allowed to sit in the University Examination or take C.L.C. as the case may be.
  • The statement of money drawn by the office bearers of the College Union/ Faculties and expenditure incurred for every function shall be notified in the College Notice Board after being apprived by the Executive Committee within 10 days of the function.
  • The full detailed statement of expenditure for the previous session must be presented at the annual meeting called for the purpose of handing over and taking over charge.
  • Stock registers should be maintained in respect of articles of a durable nature purchased from the fund of different Faculties/ Union and such stock register should be maintained by the Vice-President, Adviser concerned and kept in the College Office.
  • The account of the Athletic Club will be maintained by the P.E.T and be governed by such rules of the Athletic Club.
  • All functions of the Union/ Faculties should be finished as far as possible by the end of January. Faculties can organise function which specially relate to the promotion of the aims of the faculties.
  • In case of suspicious of election to the Faculties as and when arise under any circumstances. The Principal being the President of the respective Faculties may transact business of the Faculties in consultation with the Vice-President of the concerned faculties/ Union.
  • Funds of all Faculties shall be under the custody of the Principal and shall be operated by him.
  • Study tour for +2 and +3 classes of Botany and Zoology Department will be conducted in nearby places exclusively in conformity with their syllabus for which a sum of Rs.500/- will be paid to the H.O.D. Expenditure statement along with voucher will be submitted to the Principal within a week along with a report of the study tour.
  • Unspent balance of a students’ money shall automatically go into C.B. fund in case of non-utilization of the same within an academic year.

 

FINANCIAL RULE FOR UTILIZATION OF COLLEGE SEMINAR FUND

The Seminar fund collected from the students having Honours can be utilized for the purposes of 1) Conducting seminars which involve the expenses of

Collecting study materials and supplying to students

  • Printing of study materials
    • Photography
    • Providing TA/DA to the Resource Persons of the Seminar as per financial rules.
    • Refreshment of students
  • Minor repairing of Computers and other equipments available in the department.
  • Purchase of minimum office stationeries as and when required by the department for conducting Seminars.
  • Publishing departmental journals within the limited funds available for the purpose.
